Shriyanka Hore, Managing Director, Swift Corporate Office and Global Head of Industry Relations, explains our new initiative to promote open dialogue and help ensure regulatory frameworks are robust, interoperable and innovation-friendly.
What is the Policy Lab?
The new Policy Lab is a mix of invitation-only and open sessions and events happening as part of Sibos 2025 in Frankfurt.
There’s so much going on in financial markets and, now more than ever, it’s important policymakers and industry participants collaborate and exchange ideas and perspectives.
One of the things Swift is very good at is bringing people together. People that wouldn’t always meet.
The Policy Lab aims to bring together senior policymakers, standard-setters, industry associations and international financial institutions for focused conversations on some of the most urgent issues facing global financial markets.
When is it taking place?
Originally the idea was for the Policy Lab to be a one day dedicated event, but we soon realised it’d be a challenge to fit in all the topics we want to cover. So the Policy Lab will be held over the first two days of Sibos week (29 - 30 September).
Who is it for?
This forum’s specifically curated for central bankers, regulators, international organisations, multilateral banks, industry associations and global standards-setting bodies and policy committees.
Shriyanka Hore, Swift

What makes the Policy Lab different?
Unlike most traditional conference formats, the Policy Lab mixes private, closed-door sessions where people can speak freely, with open, public panels that enable policymakers and the broader financial community to meet. This structure enables frank policy dialogue in a private setting, while also fostering networking with a wider audience of bankers, technologists and industry leaders attending Sibos.
What’s on the agenda at the Policy Lab?
We’re focusing the agenda on issues that really matter right now.
Highlights include:
Market resilience and the need for systemic preparedness, looking at several angles, including cyber, quantum, financial resilience and new assets classes, and how priorities might change in times of conflict.
Given the focus this year on capital market reforms there’ll be a dedicated session on this, with speakers that provide an international perspective.
Of course - interoperability, sustainability and responsible innovation are also key topics, and we’ve lined up some incredible speakers, each with their own unique perspectives.

We want to make this entertaining, so as well as inviting high calibre speakers, we’ve thought carefully about how content will be delivered.
We’re blending several formats: high impact keynote speeches; interactive workshops, where attendees are encouraged to share their own views and engage in collaborative thinking; and more classic panels, where attendees can learn from some of the best minds in our industry.
Any last thoughts you’d like to share?
This is an exciting new development for Sibos and for Swift. We’re launching the Policy Lab because this audience is extremely important to us and to our community. The initiative really matters because in today’s fast-changing financial markets, bringing a wide range of voices into policy discussions makes perfect sense. It helps spot risks early, avoid surprises, and ensure ideas and rules can work in the real world.
Markets move fast and policies need to keep up. It’s critical that both the public and private sector are at the table. We want to create a space for policymakers to connect with each other and with the broader Sibos community, so everyone can work together for the future of finance.
Get involved
Open sessions to look out for on the Sibos programme include:
Capital Market Reforms: How policies can foster economic growth innovation and efficiency (Monday 29 September, 16:00)
Profit, purpose, prudence: Balancing returns, impact and risk (Tuesday 30 September, 15:00)
Policy and governance in the age of innovation (Tuesday 30 September, 16:00)

Register now to see the full programme.
